The library dates its official foundation to mid-1918, when, under the independent Ukrainian regime, it was established as the National Library of the Ukrainian State (NBU-Natsional'na biblioteka Ukraïns'koi derzhavy). Reconstituted under Bolshevik rule and given the name of the All-People's Library of Ukraine (VBU) in 1919, it was reorganized in 1920 as the main library of the All-Ukrainian Academy of Sciences (VUAN-Vse-ukraïns'ka akademiia nauk), and after 1934, the Academy of Sciences of the Ukrainian SSR (BAN URSR, and after 1965, TsNB AN URSR). After the founding of an independent Ukrainian state and Academy of Sciences of Ukraine, the library changed its name accordingly (TsNB AN Ukraïny) in 1992. With the reorganization of the National Academy of Sciences of Ukraine in 1994, the library was again renamed (TsNB NAN Ukraïny). The library was reorganized as the National Library of Ukraine on the basis of the TsNB NAN Ukraïny in May 1996.

Access: All archival and other manuscript materials in both the Institute of Manuscripts and the Institute of Archival Studies and now open for research. For access to holdings in either Institute, researchers should present an official letter from their sponsoring institution, addressed to the director of the Institute.

The Institute of Manuscripts was established in 1992 on the basis of the Manuscript Division of TsNB (Viddil rukopysiv TsNB). It serves as a centralized repository for many of the most important manuscript collections in Eastern Ukraine, for a wide variety of archival materials (including pre-1934 records of VUAN), and for many groups of personal papers of Ukrainian cultural and Academy leaders.

The so-called Institute of Archival Studies (Instytut arkhivoznavstva), established in 1992, has its origin in the Central Scientific Archive of the Academy of Sciences of the UkrSSR (TsNA AN URSR) (1968-1992), which was established in 1968. It serves as a centralized repository for the institutional records of the Academy Presidium and its subsidiary institutions, as well as for scholarly and personal papers of academicians and scientific workers.
